The City of Savannah has defined a short-term vacation rental (STVR) as the rental of an entire dwelling unit for 30 days or less. Such use may or may not include an on-site manager. This report provides a listing of the certified STVR issued since January 1, 2015 through September 30, 2016. The rental of a bedroom—referred to as a bed and breakfast guest unit—is not included on the list. STVRs may be located in any type of dwelling unit—from single-family residences, to multi-family apartment/condo and accessory residence, such as a carriage house. STVRs were permitted in mixed use zoning districts where inns were already permitted.
In most districts, the use was by-right. In the 1-R, 2-R and 3-R zoning districts in the Victorian District, approval by the Zoning Board of Appeals is required since these districts are predominantly residential in nature.
